As a member of the executive leadership team, the Vice President & Chief Operating Officer is responsible for providing administrative direction, evaluation, and coordination of the functions and activities for areas of responsibility. The COO is also accountable for achieving financial/operational/service delivery objectives of the hospital.

Chief Operating Officer has the following duties and responsibilities:

Operations:

1. Provide executive leadership and direction for area of responsibility delegating activities as required for safe, efficient and effective operations.
2. Promotes an environment of collaboration between medical staff and care teams ensuring the needs of patients and consumers are met.
3. Ensure implementation of policies, procedures, and standards that direct operations and create operational efficiency.
4. Provides leadership oversight for facility improvement initiatives within assigned areas, including construction or renovation projects and the purchasing of new equipment.
5. Lead multi-disciplinary teams to develop and operationalize new services and programs.
6. Collaborate with medical staff, hospital and other service providers to continually improve care delivery and the consumer experience.
7. Ensures compliance with regulatory agencies or accrediting bodies.
8. Provides direction in emergency or crisis situations.
9. Performs other work as requested that is reasonably related to the position, qualifications, and competencies.

Strategy and Business Development:

1. Participates in short and long-term strategic planning for the hospital.
2. Works with strategic alliances and partnerships to collaboratively execute business strategies.
3. Articulate strategic plan and tactics to leaders within area of responsibility to create alignment and establish priorities.
4. Adapt operations to emerging market demands.

Quality and Performance Improvement:

1. Ensure the integration of quality and performance improvement into operations.
2. Establishes performance measures and ensures that a continuous improvement approach is used to measure actual performance against established standards.
3. Ensure areas of responsibility are performing within standards for quality.
4. Identifies and implements interventions necessary to improve performance.
5. Assures compliance with applicable regulations and standards of accreditation.

Financial Performance:

1. Operationally responsible for the financial performance including operating and capital budgeting for assigned area of responsibility.
2. Optimizes the utilization and availability of resources.
3. Provides input to staffing and resource planning within areas of responsibility.
4. Measures actual budgetary performance against standards and ensures variances are within established targets.

Culture:

1. Promote and foster a diverse, highly engaged and collaborative work environment within area of responsibility.
2. Consistently practice strategic human resources management. Motivate others to achieve excellence in patient care, quality, safety, service and stewardship.
3. Hold leaders accountable for operational outcomes consistent with established goals.
4. Mentor, coach and support direct reports, front line team and hospital leadership with building teamwork, staff development, and education, to achieve optimal performance and develop managerial and clinical talent.

Background, Qualifications and Experience:

1. Master's Degree from accredited college in Healthcare or Business Administration, Public Health or related discipline required.
2. 7 years' Senior-level healthcare management experience as an operations officer or administrative leader in an acute care hospital or integrated delivery system.
3. Demonstrated operations leadership in examining and reengineering operations and implementing new strategies.
4. Proven ability to lead major organizational initiatives, accomplish results and achieve measurable outcomes or goals.
5. Skills to motivate, influence and coach a diverse workforce to accomplish the goals and objectives of the hospital.
6. Ability to articulate a working knowledge of the major financial, regulatory, compliance, ethical, and legal issues affecting the healthcare industry.
7. Demonstrated ability to gain support when developing, implementing, and promoting projects, ventures, and programs in a shared leadership environment.
8. Must be able to work in challenging situations, involving competing interests, and high-level interdisciplinary groups.
