Summary

Responsible for developing, coordinating and implementing programs to promote water and wastewater efficiency, conservation, pollution prevention, compliance, pretreatment, and overall public knowledge. Also, the position handles media and public inquiries relating to water/wastewater efficiency, conservation, pollution prevention, etc. Works closely with other city departments, Stormwater, EWS, to assist in strategic planning for various outreach programs.

Pay Range: Depending on qualifications and experience

Essential Duties and Responsibilities include the following. Other duties may be assigned.

• Design, develop, implement and evaluate educational or outreach programs promoting water and wastewater efficiency, conservation, pollution prevention, compliance, pretreatment and overall public knowledge.
• Specify and coordinate outreach goals, strategies, tactics, and messages.
• Serves as part of a cross-departmental team that creates and executes mission driven events and exhibits.
• Supervise and provide direction to Water Conservation staff member(s).
• Organize, manage, and participate in various education and/or outreach events and programs related to water/wastewater.
• Establishes a clear vision and direction for the Water and Wastewater departments educational and outreach programs, including programming geared for a multi-generation audience and specific user groups.
• Coordinate communication with media, businesses, schools, civic groups, and other entities promoting water conservation, pollution prevention, and compliance.
• Present information related to water efficiency, conservation and water pollution prevention.
• Participate in, and stay abreast of, the development of new trends and policies in conservation and education.
• Research and analyze water/wastewater efficiency, conservation, and pollution prevention policies, best practices and legislation to recommend changes to conservation initiatives.
• Prepare studies, press releases, reports, briefs or other written department material or water efficiency, conservation and pollution prevention including regional, state and national regulatory compliance reports.
• Develop measurable and reporting structures to determine overall effectiveness of the Conservation program.
• Manages the City website and social media outlets for environmental water and wastewater outreach educational messages and promotions.
• Develops, maintains, and promotes positive and professional relationships with internal staff, citizens, volunteers, vendors, and the media.
• Serve as the City's representative with other local, state and national agencies.
• Monitor budget expenditures relating to water efficiency, conservation and pollution prevention programs and marketing.
• Assist with budget preparation and presentation materials.
• Act as project manager for water conservation, and pollution prevention programs.
• Solicit contractors, develop contract scopes of work, and manage contracts and/or vendor agreements for annual events.

Minimum Qualifications

• Four year college degree
• 2 years related experience

Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

Preferred Qualifications

Education/ Experience:

• Appropriate Bachelor's Degree or related field of study
• 5-7 years experience
• 2 years supervisory or management experience

Knowledge, Skills & Abilities:

• Knowledge of water/wastewater efficiency, conservation, pretreatment, and pollution prevention technologies, practices, and rebate programs
• Knowledge of applicable City ordinances
• Knowledge of department water resource initiatives and targets
• Knowledge of Local, State and Federal water quality, efficiency, conservation and pollution prevention laws
• Knowledge of City practices, policy and procedures
• Skill in oral and written communication
• Skill in using computers and related software
• Skill in handling multiple tasks and prioritizing
• Skill in data analysis and problem solving
• Skill in planning and organizing
• Ability to negotiate and prepare/review contracts
• Ability to lead cross-functional and departmental project teams
• Ability to establish and maintain good working relationships with City employees and the public
• Knowledge of budget preparation and monitoring
• Ability to create professional presentation, compliance reports, press releases and marketing material
• Ability to speak publicly to water/wastewater customers, special interest groups and industry professionals

Licenses and Certifications

• Valid Class C Texas driver's license

Physical Requirements / Work Environment

The incumbent works in a typical office environment; relatively free from unpleasant environmental conditions or hazards. Occasionally, the work is performed in school or wastewater plant when conducting presentations or tours.
